Section 01
Plan states an intended target or arrangement; construction states that building activity has begun; pilot states limited trial production; commissioning states entry into a production stage. Each word describes only its own stage and does not automatically establish sustained operation, supply, or profit.

Capacity is a capability concept under stated conditions; output is an actual production result; shipment is dispatched or agreed-delivered quantity; installation is quantity or capability installed at a specified system or site. This glossary does not expand their measurement limit or time treatment.
