Policies by authority, time, and status.
Section 01
Each policy record should retain original document, issuing body, date, reference identifier, applicable object, and status. Secondary interpretation can be a lead but should not replace original text or be treated as still effective without a date.
—Original text supports accurate citation
—Authority indicates hierarchy
—Date constrains timeliness
Section 02
Consultation, plan, guidance, implementation detail, and effective rule have different effects. A timeline should make status explicit and link revisions when later revisions appear, avoiding treatment of a historical draft or headline as a current mandatory requirement.
—Draft is not current
—Guidance is not mandatory
—Revision needs link to old revisions
Section 03
Policy can affect research direction, project process, market access, or disclosure, but actual impact also depends on local implementation, product coverage, and supporting documents. Analysis should state conditions and uncertainty rather than turn policy text directly into company orders or market-size conclusions.
—Implementation differences affect actual effect
—Product coverage affects applicability
—Supporting documents affect procedure
