On September 23, the Kaili municipal government website released the pre-submission EIA publicity for the 3,000-tonne-per-year novel lithium (sodium) salt pilot project of Guizhou Jurui New Material Technology Co., Ltd. (source: the Guizhou Lubin Economic Development Zone Administrative Committee). The publicity states the project's environmental impact report (draft for review) has been completed and will be submitted to the Qiandongnan Prefecture Ecological Environment Bureau for approval. The project sits in the No. 3 steel-structure standard plant of the Yukai industrial park in the Lubin zone, converting existing premises without new land acquisition as an expansion-and-renovation project; the publicity runs from its release date until project submission.
On construction content: the project builds HF6 synthesis, PF5 preparation and refining, and LiPF6 (NaPF6) synthesis and refining workshops, plus raw-material, finished-product and by-product storage areas, utilities such as water supply/drainage, heating, cooling and laboratory testing, and environmental facilities covering waste gas and wastewater treatment, solid-waste temporary storage, zoned anti-seepage and environmental risk emergency response. The product is battery-grade lithium/sodium hexafluorophosphate carbonate-ester liquid salt at 3,000 tonnes per year, all conveyed through closed pipelines to the company's own electrolyte production facility as core feedstock, with none sold externally.
This is pre-submission publicity, not EIA acceptance or approval; the 3,000 t/y is a combined lithium-plus-sodium figure with no disclosed split for NaPF6; and as all output is self-used, the direct market-supply increment is limited.
