On September 15, the 15th Five-Year Plan for the Development of the Electronic Information Manufacturing Industry, jointly issued by MIIT and NDRC (Document No. 216, dated September 10), was released publicly. The plan targets above-scale industry revenue exceeding RMB 30 trillion by 2030, with R&D intensity reaching 3.5% and a batch of leading technologies and products emerging in integrated circuits, advanced computing, consumer electronics, basic electronics and energy electronics.
Sodium-battery-related language is concentrated in the energy electronics section. Under the key task of cultivating new industry growth points, the plan calls for consolidating energy electronics advantages and raising the full-chain innovation capability of new-type batteries: consolidating lithium battery advantages while continuing the industrialization of solid-state, sodium-ion, flow and fuel cell batteries, promoting intelligent, green and integrated development, and supporting applications in smart terminals, NEVs, ships, aviation, intelligent robots, construction machinery and agricultural equipment.
In the energy electronics industrialization column (Column 6), the new-type battery direction explicitly requires developing high-voltage high-stability large-capacity cathode materials, high-capacity low-expansion silicon-carbon anode materials, high-stability high-ionic-conductivity solid electrolytes and composite current collectors, and reinforcing R&D and industrialization of high-safety lithium batteries, high-energy-density solid-state batteries, and low-cost long-life sodium batteries. The plan also proposes establishing patent pools for integrated circuits, BeiDou, photovoltaics and new-type batteries to promote cross-licensing.
