According to information published on the Maoming municipal government portal on September 11, the Maoming Ecology and Environment Bureau approved on September 10 the environmental impact report of the Maoming Chuangneng Xitan Technology Co. Project with an annual capacity of 50,000 tons of liquid high-carbon materials plus 2,000 tons/yr of sodium battery anode material, 2,000 tons/yr of lithium battery anode material and 1,000 tons/yr of super-microporous carbon, under approval document Mao Huan Shen [2026] No. 42, and released the post-approval public notice at 14:41 that day. The notice shows the project is located at the middle section of Jinhui Avenue, Jinshan Street, Gaozhou City (Guangdong Gaozhou Jinshan Economic Development Zone), with Guangzhou Bihang Environmental Protection Technology as the EIA firm.
In terms of construction content, the project will demolish the former oil storage tank area of Maoming Chuangneng Fuel Chemical Co. And build new production workshops on the cleared and reserved land, deeply processing ethylene tar, catalytic slurry and medium-temperature coal pitch into 50,000 tons/yr of liquid high-carbon materials, 2,000 tons/yr of lithium battery anode material, 2,000 tons/yr of sodium battery anode material and 1,000 tons/yr of super-microporous carbon; after implementation, the former oil storage project will no longer exist. The notice also sets out administrative reconsideration and litigation rights. From a feedstock perspective, ethylene tar, catalytic slurry and medium-temperature pitch are all heavy petroleum by-product carbon feedstocks that can be deeply processed into high-carbon and carbon anode products - a common feedstock combination for coal-tar/petroleum-based carbon materials.
EIA approval does not equal construction, let alone production, and no construction or commissioning timetable has been disclosed; the project's main body is 50,000 tons of liquid high-carbon materials, with sodium battery anode material (2,000 tons/yr) only one of four product directions and of limited scale.
