LeadPer a Shanghai Securities News report on September 9 (also carried by Xinhua Finance), Chinese sodium-ion battery makers have shifted from 'selling products' to 'building ecosystems' overseas over the past two months: on September 2, HiNa Battery signed a strategic cooperation agreement with Korea's VOLTA to advance a 5-year, 10 GWh long-term supply framework on top of an earlier 15 MWh storage program; in July CATL signed 5 GWh with The Netherlands' Alfen and 2 GWh with Eastern Europe's Solarpro; in late August Xingkong Sodium brought in Germany's HOYA Group as a European channel partner, and Camel Group's 12V sodium-ion battery won a pre-research designation from a mainstream European automaker. On the policy side, General Administration of Customs Notice No. 2026-126 (dated August 28) took effect on September 1, granting sodium-ion batteries an independent HS code 8507809010 - ending their previous mixed classification under 'other batteries' and enabling separate trade statistics and implementation of the consumption-tax exemption.
On September 9, Shanghai Securities News published a report titled 'From Selling Products to Building Ecosystems: Sodium Battery Makers Accelerate Overseas Expansion' (also carried by Xinhua Finance).
The key institutional development is the customs code implementation: pursuant to Notice No. 2026-20 by the Ministry of Finance, GACC and STA (adjusting battery consumption-tax policy), GACC issued Notice No. 2026-126 'Announcing Customs Commodity Codes for Relevant Battery Products' (dated August 28), effective from September 1, 2026. Under it, 'sodium-ion batteries and other solid-state batteries' use the independent commodity code 8507809010 (under tariff line 85078090), while other batteries fall under 8507809090.
Previously sodium batteries had no dedicated code and were declared under the 'other batteries' category, causing vague classification, distorted trade statistics and consumption-tax classification disputes. Yu Qingjiao, head of the Zhongguancun New Battery Technology Innovation Alliance, told the newspaper that large orders and overseas joint ventures mark a beginning - whether Chinese sodium players can truly gain a foothold overseas depends on scaled delivery, local adaptation and continued cost reduction.
