On August 26, the official website of Qingyang Municipal People's Government published 'Zhengning County: Graphene Sodium-Ion Cell Project Phase II Nears Completion and Production', disclosing that the first batch of production equipment for the Phase II of the Zhengning County Graphene Sodium-Ion Cell Project in Qingyang City, Gansu Province has all arrived on site, with 100,000-class cleanroom renovation, supporting warehouse construction and fire-protection engineering progressing in parallel, and overall project completion and commissioning scheduled for September. The project is invested by Kunshan Jinxin New Energy Technology Co., Ltd. And implemented by Zhoneng Energy Storage New Energy Technology (Gansu) Co., Ltd., focusing on core sodium-ion battery technology and building a full industry chain covering materials R&D, cell production, system integration and scenario application. Its products are used in key fields such as civil battery swap, distributed energy storage and industrial supporting applications.
The project has a total investment of RMB 1 billion and started construction in March 2023, being advanced in two phases. The Phase I project, with an investment of RMB 180 million, builds an annual 3 GWh energy storage production line and a 1 GWh lithium battery production line, and was completed and put into production in 2024. The Phase II project plans a total investment of RMB 820 million to build a 2.2 GWh graphene sodium-ion cell production line and is now in the critical stage of construction. Once the full project is operational, it is expected to achieve an annual output value exceeding RMB 2 billion and directly drive stable employment for more than 1,000 people.
To ensure the project is advanced efficiently, Zhengning County has invested in building 18,000 square meters of standardized factory buildings and supporting facilities, implemented a 'plug-and-play' model for enterprises with rent reductions, and secured a cumulative total of RMB 4.38 million in various special subsidies including provincial budget infrastructure, data information, east-west collaboration, and city/county-level science and innovation, high-tech and standard-reaching incentives. In addition, on August 22, Duan Junliang, Deputy Secretary of the Zhengning County Party Committee and County Head, inspected the construction of key projects on site at the Zhoneng Energy Storage graphene sodium-ion cell production line (per Yinxiang Qingyang Net report on August 23).
The 'scheduled for completion in September' is the company and government disclosed timeline, and the actual commissioning time is subject to engineering progress; the implementation pace of the RMB 1 billion total investment in two phases and the actual fund availability of the RMB 820 million Phase II investment need to be disclosed subsequently; the downstream orders and customer structure of the 2.2 GWh graphene sodium-ion cells have not been disclosed, and the 'annual output value exceeding RMB 2 billion' is a full-capacity estimate.
