从事废旧钠离子电池收集、仓储、拆解、湿法 / 干法再生全环节企业,必须同步具备环保危废资质、生产安全资质、产业准入三类核心证照,缺一不可。一、生态环境部门核发《危险废物经营许可证》,经营范围明确包含 HW49 废弃钠电化学储能电池,许可规模匹配企业年回收处理产能,配套环评、排污许可证,厂区废水、废气、固废排放达标,建有标准化防渗危废仓库、应急消防系统,环保设施在线监测联网。二、应急管理局安全生产资质:厂房建筑耐火等级一级,防爆电气全套验收合格,特种作业人员持危化操作证,编制电池起火泄漏专项应急预案,定期开展消防演练,存储、拆解区域防爆、通风、隔热设施验收备案。三、产业准入与配套资质:地方发改、工信部门备案再生资源综合利用项目,完成土地、规划审批;拆解再生工艺通过第三方环保、安全论证;配套运输子公司或签订有 HW49 危运资质物流企业;回收产品再生材料第三方检测报告,证明电化学性能达标可重返电芯制造。附加台账与溯源资质:搭建全生命周期电池溯源信息化平台,每批次废旧电池完整电子台账留存 5 年以上;产品再生后出具资源综合利用认证报告。无全套资质私自拆解、倒卖废旧钠电池,生态环境、公安联合执法查封厂房,处以百万级罚款并追究法人刑事责任。

Special operators hold hazardous chemical operation certificates. Special emergency plans for battery fire and leakage are compiled with regular fire drills. Explosion-proof, ventilation and thermal insulation facilities of storage & disassembly zones pass filing inspection. 3. Industrial access supporting qualifications: Comprehensive resource utilization projects filed with local development and MIIT departments after land & planning approval. Disassembly & regeneration processes pass third environmental and safety demonstration. Supporting transport subsidiaries or signed logistics companies with HW49 hazardous transport qualifications. Third-party test reports prove regenerated material electrochemical performance meets cell production standards. Additional ledger & traceability qualifications: Build full-life battery traceability information platforms with complete electronic ledgers of each waste batch retained for over 5 years. Issue comprehensive resource utilization certification after material regeneration. Unauthorized disassembly or resale of waste sodium batteries without full qualifications leads to factory seizure via joint environmental & public security law enforcement, million-level fines and criminal liability of legal representatives.
